We both were and remain the department, the superior prosecutor's office. Our main function remained unchanged - the exercise in accordance with the legislation of the Russian Federation of authority in the field of criminal proceedings. That is, an operational and high -quality investigation of serious and especially serious crimes. As for the issues of extension, they change from time to time.

For example, at the beginning of last year, we began to engage in tax crimes. And from January 1 of this year, all criminal cases of crimes committed by minors and against them have passed into our jurisdiction, that is, the amount of work is increasing. For example, last year, our investigators opened criminal cases, including five about the murders, eight due to serious harm to the health that resulted in the death of the victim, seven about rape.

Another 11 cases concern corruption crimes: bribes, fraud, and abuse of powers. For example, the other day we sent a criminal case to the court on charges of one of the deputies of the City Duma of committing a number of crimes: from fraud to beatings. Let me remind you that this people's chosen one, part -time, who was the director of the Stavropol Regional Gerontological Center, promised the director of one of the construction companies to solve the issue of changing the form of using the land plot in the city administration - in order to build a residential complex there instead of planned office, retail and warehouse premises.

For such help, the deputy asked for seven hundred thousand rubles. Five hundred of them were allegedly intended by the head of the Stavropol administration, another hundred thousand, an employee of the regional prosecutor’s office and personally to the deputy for mediation in the “settling of the case”. In addition, he demanded that the businessman arrange two three -room apartments with a total value of more than three million rubles in a house under construction for his daughter and a friend.

The entrepreneur appealed to the competent authorities. And upon receipt of receipts to the receipt cash regulations, indicating that the ladies allegedly made one hundred percent payment under shared participation in construction, the deputy was detained by the UFSB officers. In addition, he is also charged with such crimes as insulting and delaying beatings.

This happened at the following circumstances: the deputy in his car arrived in one of the private hotels in Essentuki. And he parked the car in the yard in such a way that the foreign car interfered with the normal activity of the hotel. And when the hostess of the hotel asked him to park the car in another place of the courtyard, as well as pay for 30 rubles for parking, the deputy not only showered the woman with a rough abuse, but also beat her.

He tried on himself the fists of the chosen one and the father of the hostess of the hotel, who tried to protect the daughter. Which of them is the greatest shock? As, for example, in the case of two adolescents who have to death the woman “just like that”. This case wrote a lot in the press, and yet I will remind the plot of the case. In November last year, the summer young man and his summer friend invited his summer familiar to the Mamai Forest.

By the way, abusing alcohol. There, the youths entered into an intimate connection with her, and then left, leaving a drunken lady. Returning the next day to the forest, they found that their passion is still lying near the place where they left it. They, as they say, tried to raise her and spend her home, but the woman was so drunk that she turned out to be completely “non -transportable”.

And then they brutally beat her with her feet ... The victim died from injuries. The body later found the nephew of the deceased, who was living nearby, walking the dog. We have only 11 investigators, of which only three have the experience of the investigation for more than 10 years, the rest-youth, who has worked for two to three years. But I want to note that this youth is “toothy”, energetic and, most importantly, loving their work, striving for professional growth.

Plus, we have a very developed institution of mentoring, when a beginner is gaining a certain time of mind-reason from senior comrades. Therefore, the saying of the “young-green” is clearly not about our employees. Here is a visual indicator: criminal cases were sent to the courts for the year, and, I want to especially note, they all “ended” with the convictions of the defendants, not a single one was returned by the court for the investigation and not a single one was terminated in the courts on rehabilitating grounds.

And this means that the quality of the work of investigators of our department is high, that is, there were no mistakes and miscalculations during the investigation. And therefore, we did not commit such a violation of the constitutional rights of citizens as an unreasonable prosecution of criminal liability. After all, the investigation is not a “therapeutic” path of solving the problem, but “surgical intervention”, when it is impossible to resolve the situation in society in other ways.

Therefore, each investigator has a huge responsibility. The work of the investigator, in my opinion, is one of the most complex, intense.He does not have a clear distinction for working and non -working hours. This leaves a certain imprint on the image and rhythm of life. The load, as you know, is very high, each of our investigators in the ten or more in production, you need to constantly make serious, responsible decisions.

Some of such rhythm cannot withstand, quit. But “natural selection” is only good: the most devoted to the case, purposeful people remain in the profession. In order for us to work, we need a higher legal education, good health, steel nerves, a hot heart, a cold mind and an impeccable reputation.

And these are not just high words. It presses us around the clock ... a burden of responsibility and the severity of experiences. But seriously, of course, there were attempts to “agree”. However, they are suppressed in the bud. With each fact of receipt of the proposals “to hush up” - from anyone - the investigator must report on such action in a report. Ignoring this immutable rule entails a strict disciplinary sanction up to dismissal.

In addition, about the possibility of “solving the matter to the world”, our department has developed a certain reputation, so few are already associated with us in this regard. I think that no one has succeeded here and will not be able to “agree”.
